    I do not believe that it is a foul by a non-player, but is more properly classified as “Illegal Participation” with the penalty being half the distance in this case. I do not believe Rule 9-10-1 allows the referee to use unfair acts to allow for a score. I believe Rule 9-10-1 is not applicable since there is a specific rule infraction that already does apply. I believe that Rule 9-10-1 would only be used to cover a situation where no specific rule applies and the referee is using his best judgement to rectify the situation. Doesn’t seem fair, but unless the rules are changed, I think that is what we have to go by. Maybe the NFHS will revise the rules in the future.

    The “facts” he presents seem somewhat slanted and lack complete accuracy and his “research” seems to be incomplete and shoddy at best. It does seem that he is trying to build a case against the officials with the public. We need to stand together as we go forward and do what is best for all, the officials, the student-atheletes, and the schools. I believe we can maintain public support if we continue to take the high road in our negotiations. I do wonder why the LHSOA Executive Board, the decision-makers for our group, are meeting with Mr. Bonine when he is not a decision-maker for the principals. He can only ask the principals to make a change, they make the decision to act or not.
